UK Tech Hubs Compared: London vs. Manchester, Cambridge & Beyond
UK tech hubs compared: London against Manchester, Cambridge, Oxford, Edinburgh and Bristol on talent, costs, funding and sector strengths to pick a base.

London dominates UK tech, but it’s not the only option. Several other cities have built strong tech hubs of their own, often with lower costs and distinctive specialisms. If you’re choosing where to start a company, open an office or build a career, it’s worth comparing them properly.
Here’s how the main UK tech hubs stack up against London.
London: the national leader
London attracts the majority of UK venture capital and is home to most of the country’s unicorns. It leads in fintech, AI, enterprise software and legal tech. The trade-off is cost: rents and salaries are the highest in the country. Our explainer on whether London is a tech city covers the data.
Best for: startups that need investors, large talent pools and international reach.
Manchester: the northern powerhouse
Manchester has one of the fastest-growing tech scenes outside London. MediaCity in Salford, home to BBC and ITV operations, anchors a large digital and media cluster. Fintech, e-commerce, health tech and cybersecurity are all growing. Universities, including the University of Manchester, supply talent.
Best for: companies wanting a large talent pool at lower cost than London, with fast train links to the capital.
Cambridge: Silicon Fen
Cambridge is the UK’s deep-tech capital. The university and its research spin-outs created a cluster nicknamed Silicon Fen. Arm, the chip designer, is based here, and the area is world-class in life sciences, semiconductors and AI research. Cambridge companies raise substantial funding relative to the city’s size.
Best for: science-led startups, biotech and hardware.
Oxford: research and spin-outs
Oxford’s strengths lie in life sciences, quantum technology and AI, driven by university spin-outs. Oxford Nanopore is one of its best-known companies. Together with London and Cambridge, Oxford forms the “Golden Triangle” of UK research and investment.
Best for: research-heavy startups with university links.
Edinburgh: data and fintech
Edinburgh has a strong record in data science, AI and fintech, supported by the University of Edinburgh’s computing research. Skyscanner is its most famous tech success.
Best for: data, AI and fintech companies seeking talent at lower cost.
Bristol and Bath: engineering and hardware
Bristol combines aerospace, semiconductors and creative tech. It’s home to the Isambard-AI supercomputer at the University of Bristol, one of the UK’s major investments in AI computing.
Best for: hardware, chip design, robotics and creative industries.

Other UK cities to watch
Leeds has a growing health tech and fintech scene, helped by NHS digital teams in the region. Belfast has built a strong cybersecurity cluster. Birmingham, Newcastle, Cardiff and Glasgow all have active startup communities and universities producing talent. None matches London’s scale, but each offers lower costs and specialist strengths for the right business.
How to choose
- Follow your sector. Life sciences may point to Cambridge or Oxford; fintech to London or Edinburgh.
- Consider talent needs. London offers the widest pool, but competition is fierce.
- Weigh costs. Regional hubs can extend your runway significantly.
- Think hybrid. Many companies keep a small London presence for fundraising and clients, with the main team elsewhere.
