Is London a tech city? If you live here, the answer might seem obvious. You can’t walk through Shoreditch or King’s Cross without passing startup offices, and London’s fintech apps are used by millions of people worldwide. But “obvious” isn’t evidence. So let’s look at what the data actually says.

What makes a city a “tech city”?

There’s no official definition, but most researchers look at the same core measures:

  1. Venture capital investment flowing into local startups
  2. The number of high-growth companies, including unicorns valued at $1 billion or more
  3. The size of the tech workforce
  4. Research strength from universities and labs
  5. Exits: acquisitions and stock market listings that return money to founders and investors

Venture funding: Europe’s leader

London consistently attracts more venture capital than any other city in Europe. Data providers such as Dealroom have reported for years that London-based startups raise more than their counterparts in Paris, Berlin or Stockholm, often by a wide margin. The UK as a whole became the first European tech ecosystem to pass a combined valuation of $1 trillion in 2022, with London accounting for the majority.

Funding levels fell from their 2021 peak, as they did almost everywhere, but London kept its position at the top of the European table.

Unicorns and scale-ups

London has produced more unicorns than any other European city. Many are in fintech, including Revolut, Monzo, Wise and Checkout.com, but the list also covers AI, health tech, e-commerce and enterprise software. Talent and jobs

Tech is one of the largest sources of skilled employment in London. The city draws engineers and product people from all over the world, and the presence of big tech offices, including Google, Meta, Apple and Amazon, adds to the depth of the talent pool. Our guide to London tech jobs looks at the roles most in demand.

Research and universities

London is home to Imperial College London, UCL, King’s College London and the London School of Economics, with Oxford and Cambridge an hour away. That research base underpins strengths in AI, life sciences and deep tech. Google DeepMind’s roots in London are a good example of research turning into world-leading companies.

Global rankings

Independent rankings back this up. Startup Genome’s Global Startup Ecosystem Report has placed London joint second in the world with New York, behind Silicon Valley, in recent editions. Other indexes, such as StartupBlink’s, also put London in the global top three. We explain how these rankings work in our tech hub rankings guide.

The weaknesses

A fair answer includes the downsides:

  • Cost of living and office rents are among the highest in Europe.
  • Later-stage funding often comes from US investors, and some companies choose to list in New York rather than London.
  • Visa costs can make international hiring expensive for small startups.

None of these change the overall picture, but they matter if you’re deciding whether to move or build a company here.

The verdict

Yes, London is a tech city, and on most measures it’s the leading one in Europe. It sits just behind Silicon Valley and level with New York in global comparisons. Whether it can close the gap with the US depends largely on scale-up capital and how well it keeps its talent advantage.
